'Counter-Terror' Policy Targets Uyghurs

2011-04-07
A new report says China uses the threat of terrorism to crack down on Uyghurs in Xinjiang.

AFP
Uyghur men and women chat outside a mosque in Urumqi, July 17, 2009.

China's anti-terrorism policy deliberately targets ethnic minority communities such as Uyghurs and Tibetans struggling for greater autonomy, according to a white paper by a rights group.

The policy equates terrorism with groups pushing for more self-governing rights, is too broad in scope, and shirks international human rights commitments, said the Hong Kong and New York-based Human Rights in China (HRIC).

The paper looked into human rights concerns within the Shanghai Cooperation Organization (SCO), a regional intergovernmental organization which includes China and five other member states-Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan-with a total population of 1.5 billion people.

It said the SCO approach to counter-terrorism, modeled on China'sThree Evils doctrine, and highlighting principles of territorial integrity, noninterference in internal affairs, and social stability, contributes to supporting repressive regimes at the expense of human rights.

A failure to demand accountability from the SCO undermines the effectiveness and integrity of the international system in countering terrorism and advancing rule of law, peace, and security, HRIC said.

"China's approach to counter-terrorism is the Three Evils doctrine, and it links terrorism with separatism and extremism," HRIC director Sharon Hom said in an interview.

"This Three Evils approach is overbroad, highly politicized, and while not exclusively applied only to ethnic minority groups, it is regularly applied to Uyghurs and Tibetans in its practice."

Hom said other SCO member states follow China's lead by recognizing Xinjiang and Tibet as inalienable territories of China and repatriating its ethnic minorities who seek asylum within their borders.

"China has enormous clout in the SCO, and you can also see it in the ways in which the other SCO member states and the SCO will completely parrot China's line and China's policy on these two so-called autonomous regions."

Treatment of Uyghurs

The HRIC white paper said it found "serious issues" concerning China's treatment of Uyghurs, including the principle of non-refoulement and potential use of torture during interrogations.

Regulations specific to Xinjiang became part of China's domestic counter-terrorism legal framework in December 2009 when provincial-level lawmakers revised the region's Comprehensive Management of Social Order.

Through the revisions, Chinese authorities were ordered to specifically crack down on the three threats of "terrorism, separatism, and extremism" in the aftermath of the July 2009 ethnic violence in Urumqi which left hundreds dead, according to official media reports.

HRIC called the amendments "unique" to Xinjiang, adding that "such singular focus by the Chinese government ... suggests that the concept of terrorism has been applied in a biased fashion, with the Uyghur community the subject of intense scrutiny and suspicion."

It noted that while China does face real threats of terrorism, "the limited involvement of Uyghurs in terrorist acts cannot serve as justification of widespread repression throughout [Xinjiang] or the labeling of peaceful Uyghur activists under the rubric of the Three Evils."

Adherence to rules

But despite its reliance on the Three Evils doctrine, HRIC wrote, China continues to claim that it is acting to "firmly uphold and fulfill the resolutions of the United Nations General Assembly and the Security Council," according to a statement by the Chinese Ministry of Public Security (MPS).

Under U.N. rules, China pledged to oppose the "arbitrary widening" of the scope of fighting terrorism and identifying terrorism with any specific ethnic group or religion.

"The Three Evils doctrine undermines this principled approach and, in doing so, compromises human rights guaranteed under international law, and international counter-terrorism efforts as a whole," HRIC said.

HRIC recommended that Beijing narrow its "Three Evils"-based approach to national security and reformulate its definition of terrorism.

On June 24 last year, Chinese authorities announced they had broken up a "terrorist" ring of a Uyghur separatist group, the East Turkestan Islamic Movement (ETIM), after arresting more than ten of its members involved in an alleged major plot against China.

The announcement said that information leading to the arrest had been obtained through the investigation of 20 "individuals of Chinese citizenship" who had been deported to China on December 20, 2009-the exact date that Cambodia deported 20 Uyghurs seeking asylum following the July 5 ethnic unrest in Urumqi.

The statement also indicated that several of the alleged ETIM members had confessed to participating in a wide array of terrorist activities during interrogation.

Human Rights Watch said in February that the Cambodian government has a "dismal track record" of deporting refugees granted asylum status by the UNHCR, particularly those from neighboring countries such as China and Vietnam.

Ethnic tensions

Millions of Uyghurs-a distinct, Turkic minority who are predominantly Muslim-populate Central Asia and the Xinjiang region.

Ethnic tensions between Uyghurs and majority Han Chinese settlers have simmered for years, and erupted in riots in July 2009 that left some 200 people dead, according to the Chinese government's tally.

Uyghurs say they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness despite China's ambitious plans to develop its vast northwestern frontier.

Chinese authorities blame Uyghur separatists for a series of deadly attacks in recent years and accuse one group in particular of maintaining links to the al-Qaeda terrorist network.

Roofing Vancouver Problems

Roofing Vancouver

Within Vancouver special care is required when getting a estimate for a home. The roof covering contractor in Vancouver needs to know exactly what they are dealing with whenever taking your roof off. Unforeseen costs really are a typical situation in Vancouver and each owner ought to be prepared

Heritage- becoming one of the earliest areas within the GVRD you can understand that there are some fairly aged houses. Having a steep message roof, most likely in the vicinity of 12/12 pitch that essentially indicates 45 degree angle roof. The original roof was cedar shake sitting on strapping. I'm not sure if it was being lazy or even the tradition, if people were trying to save money but when you've this particular roofing you probably obtained several layer on the top. The initial continues to be on and a pair of other levels sit down over the cedar shake. I've come across home exactly where five layers sat along with the home. Based on creating signal now days a Vancouver Roofing contractor should remove all layers if your new roofing will be positioned above. A person folks often pay much more because of the steepness, the actual few levels associated with roof, the plyboard deck and also the trouble. You are probably 2 feet from your neighbors

Roofing Vancouver

Reduced Downward slope -- Vancouver special houses operate throughout East Vancouver. The actual minor trouble with these homes when it comes to roof covering is the fact that fewer and fewer roofing companies available perform tar and gravel. The option you've is actually flashlight on or even metal. Asphalt tiles can't continue these houses. Your own message is to reduced as well as asphalt probably wouldn't final 10 years. Vancouver Roofing companies that have been in the business associated with torch upon in excess of ten years are probably reliable. Ice and snow develop upon these types of roofs cause mini pools to develop on your roofing and cause major leaking, always keep the rain gutters as well as downpipes obvious.

Low Downward slope or even Steep Slope cedar tremble -- Within Vancouver this is typical on the Western side. There isn't much to say about Cedar within Vancouver. There was a long period with the 60's, 70's as well as Eighties when Vancouver Roofing companies weren't installing cedar. Most Cedar rooftops are brand new building. cedar may be the 1 creation that most problems can be determined before the function starts

Reduced Downward slope or High Slope Asphalt roofing -- For those who have asphalt roofing also it was not transformed within the last 10 years then you've a good outdoor patio. Since the 70's asphalt came into the marketplace. Along with brand new building shiplap or even also called language as well as groove had been the only real choice of the solid deck. Shiplap techniques a great deal in the winter as well as in summer time therefore plyboard should be split lower by the roofer

Roofing in Burnaby

Roof covering in Burnaby might have its problems and the best way to go through them all would be to work from Northern to South starting towards the top of Burnaby. In Northern Burnaby the hillsides begin to slope and decline to some fairly strong perspectives. The large problems I've found here are front yard steepness and use of the house, even though this may not seem like the issue to you it is a really major problem for a roofer that has to hand have your own aged roofing upward a slope and hands carry your new roof down a slope.

The hard, a slope area in this region stored building companies aside and as a result you have houses that were all built by individually employed construction companies. There are several servings of Northern Burnaby which have small contractors houses all built collectively but to the degree that Main Burnaby offers. Northern Burnaby offers much more fascinating built styles and roofs creating a ball park determine estimate in this area pretty difficult.

Burnaby Roofing

Main Burnaby is where large building companies having a standard architectural method of building the house was pretty busy during the 70`s and early 80`s. With a shiplap deck being the only option as well as asphalt tiles becoming the choice and positioned on a home. These days shiplap is the roofers enemy because of the fact the shingles nowadays aren't designed to work with shiplap. Trying to persuade main Burnaby they have to re-deck the roof along with plywood offers frequently already been ignored and for good reason.

The caliber of shiplap is high in this particular region with many of it that I know of becoming between 6 as well as Eight inches which is ideal. Other than that this part of Burnaby is fairly simple to roof in with entry not an issue everything often and a clear style in sloped roofing that is easy to understand. Lots of Vancouver special offers focused right here in order to with flashlight upon being the number one option from the unique tar residue as well as gravel option. Cedar roofs tend to sprinkle the eastern aspect of the area with most transforming to asphalt

Southern Burnaby tends to possess bigger rooftops that are scattered along with asphalt as well as cedar shake. Cedar tremble roofs in this region are usually through houses around 20 years old. This particular home has a tendency to convert right into a asphalt roofing and many possess okay entry however, many do not and also the roofs are not all that in order to steep. Some asphalt rooftops lower right here actually have plywood decks that is always a large saving idea for just about any property owner

West Vancouver Roofing

West Vancouver is really a region associated with valley's as well as ridges, steep drive-ways as well as concealed rooftops. This is often a roofing contractors headache however you will find roofing businesses that work in the region as well as know what they most likely might be coping with. Unlike other metropolitan areas within the Metro Vancouver area, large construction companies didn't buy big monitors of property as well as develop patterned suv cul-de-sacs. They do can be found however to a smaller diploma compared to other cities. As a result you can find in a single road 20 houses just about all constructed differently. I guess because of the land landscape it was the only method to obtain houses built-in some regions.

There was certainly a growth throughout the 1970's by the shear quantity of shiplap patio's available. The majority of rooftops within West Vancouver that need an upgraded are asphalt rooftops that take a seat on the shiplap outdoor patio. They shingle is normally the interlock shingle which was designed for shiplap however no more obtainable in the Greater Vancouver area. The majority of home owners within West Vancouver tend to be learning that they now need a plyboard outdoor patio to pay for the shiplap.

A few Cedar rooftops appear in West Vancouver although not much that needs changing. Most twenty years old cedar tremble roofs in West Vancouver have been changed which means you find a cedar roof here and there. Replacing cedar with cedar isn't the just about all in order to typical practice and many Cedar rooftops have been in brand new building.

Roofing West Vancouver

Vancouver special offers aren't all in order to common in West Vancouver. Flashlight on and tar as well as tiny rocks is available but not recommended. The actual rain as well as wind is commonly a little more severe in West Vancouver, with the large quantities of trees and also the chance of huge snowfall drop steel is really a higher recommendation.

Obtaining a roofing estimation in West Vancouver can be very different than the individual living right on the doorstep. if you have the high driveway, possess a roof that is higher than 30 degrees and also over 2000 sq ft compared to you are able to pay a lot more than $ 2000 than your neighbor. The kind of roof and amount of pulsating can produce a huge difference. In West Vancouver it's very hard to ball recreation area a cost with this very reason. I guess you could say in line with the little property you live on and also the design from the roof could make a big difference from a higher estimation along with a low estimation. Roof access has become a problem with a few roofing contractors needing to hand have that old roof over 100 feet than hand carrying the new roofing a hundred ft to the home.

Get three estimates to compare celery with celery but for the same product, provides you with a chance to become knowledgeable and get the right concerns. Most roofs within West Vancouver is actually under ventilated therefore make sure when you get your roof estimation you can see in the event that each and every estimate you get will change your ventilation or even your new roofing will not last. The additional air flow isn't a add-on price so the much more the better, you cannot possess a limit on ventilation. Tree debris is a issue therefore keep your roof with no damage the roof item. drip motorized inflator is probably the greatest type of upkeep.

Victoria roofing Contractors -- Changing Multiple roofs

Victoria roofing companies can save a bit of money whenever caring for your roofing as well as some of your neighbours. There are lots of cul-de-sac's available in Victoria in which the houses were constructed at the same time and all having a cedar or asphalt roof with similar guarantee and environmental problems. The house are generally constructed with the same design and have the same air flow problems so when it is time to substitute your neighbors then it is time to substitute your own..

New construction roofing Victoria twenty years ago came with in regards to a 20 year guarantee. The majority of rooftops begin to leak soon after the actual twenty year mark and suddenly the whole street gets their own rooftops changed. Whenever a Victoria roofing estimator involves your house and you're simply on good conditions with your neighbours you may could convince your neighbors to obtain a roof estimate too. Most Victoria roofing companies will offer two estimates. The first is the actual estimation if only you had been to change a person home on it's own in the street. Another estimate is for you and the actual neighbors that have chosen the estimate too, for those who have persuaded your own neighbours to do this.

Victoria roofing companies can help to save money in 2 major areas when several roof covering. One in the shipping price of the types of materials is actually reduced when a roof covering organization can get 3 houses in one shipping. The second reason is the wastage, motion of waste is what costs money as well as ensuring the actual wastage is all relocated collectively allows the actual Victoria Roofing Company to reduce the buying price of your brand-new roof. When neighbors get a new roofing project done collectively this provides future property owners to complete the same in 30 years whenever your new roofs get aged.

Find a very good Victoria Roofing Company

I live in Victoria and understand how hard it is to find a good service provider to operate on your home. All of them appear real first plus they all promise you the globe. Unfortunately there are some that actually provide on these types of promises.

Roofing contractors aren't any exclusion and want to complete your research to be able to weed out the great ones in the poor ones.

The rooftop is a vital element of any house. Here's your primary barrier of many from the components found outdoors. For those who have a leaking roof you could discover your self placing lots of pans and pots throughout your house to trap water. In case your roof will get truly bad you also risk this caving within at some point.

Fortunately if your roofing is constructed the right way it'll last for several years. You can even find a few rooftops which are each so great they are able to are fifty years.

Getting a dependable roofing company in Victoria and also you need this type of work carried out is actually extremely important. You want somebody who's likely to provide you with a reasonable bet, do the job in a timely manner, and use standard or over typical supplies.

This is actually the goal you just need to fine a roofing to have an area who's ready to get it done.

Here are a few things that I personally might look for and can apply for not only Victoria, but all areas in the country:

I first like to begin with recommendations. I understand I'm not alone who has a home and I want to ask other people their own opinion but experienced roof covering work done prior to me personally. Buddies, family members, coworkers, acquaintances, and other people you realize will often not steer you incorrect. They can use a direct you to a person who has done a great job for them. Unless a person does not like a person they were usually not recommend the roof covering organization in Victoria that has done shoddy function.

Subsequent, you need to reach minimum 3 estimations. Roof covering jobs are costly by nature and you want a service provider who's going to provide you with a fair as well as reasonable cost. Keep in mind a reasonable and sensible quote is going to be higher. Comprehend as well that roof covering companies pay a few of the greatest insurance costs from any industry in the nation. Since the function done roof covering Contractors workers compensation prices are regarding 5 times higher than additional such as companies. It is not unusual with this type of company to pay for $30 in workers comp premiums for every hundred dollars these people pay out within pay-roll. These types of costs need to be passed on to the customer. Therefore, when you get an offer from a roofing company realize that a minimum of Thirty to 40% of exactly what he is getting you is just to pay for administrative as well as insurance costs. An individual who sends in for you and extremely low bet is probably without insurance were not covered whatsoever.

Everything should be written on the agreement. Including the types of materials to be used in your home and the time that it will require to set up them. Do not depart anything as a spoken agreement. You have to be able to accurately evaluate what you were obtaining for that cost you are paying making an informed decision. Once the estimators arrive they will attempt to lure you in to putting your signature on something right away. Do not do it. You'll need three estimations, side by side in your table, and also you need to take time to read them every carefully such as the fine print.

Lastly, check on the Victoria's roofing companies experience as well as status. You would like them to possess enough experience to be able to get the job done. Optimally, you'll need a business that has been neighborhood and nothing may shock all of them. If they have existed for at least 5 years they will have the reputation of possibly performing excellent work are being con artists. Some of the best people to ask the nearby contractors. Even if it is their own rival a business owner had been not often speak bad about an additional organization unless he or she really feels he does treatment horrible function. You should consider asking roofing suppliers who they think is the best. These people work with hundreds the roofer's each month and are inside a excellent placement to provide you with inside information.

Fundamental essentials three items I would search for when selecting my roofing contractor. I am fussy about the people I select to do business along with and you should end up being picky too. You cannot rely on a Contractors yellow web page advert to tell you what they are about. Each and every company states of the the very best. Roofing companies aren't any exclusion and often go with what the largest phone book advert of the most popular crooks.

Do your homework and you should manage to find a good Victoria roofing company. Spend some time and don't let anybody rush you. Opt for your own stomach and don't spend your hard earned money with anybody you feel uncomfortable along with

The best roofer Victoria is appropriate at the doorway action if you do your own research and completely check a corporation's history and reputation. Doing this will make sure you don't get in love with something you don't need or even doing business with the con artist.

Make sure you click here for more information regarding Victoria roofing companies.

Making Money Fast

If you don't know much about Justin Bieber's rise to superstardom, James Parker provides a good primer:

How did he do it? With YouTube, that’s how. Kissed in his cradle by the witch of the Web, Justin was throwing up little promo reels by the time he was 12. Singing a Brian McKnight song into the bathroom mirror. Or sitting on some municipal steps somewhere, busking mightily about the Lord: “You’re my God and my Fa-ther!” he bellows through the legs of passersby, the wooden body of his guitar reverberating with his shouts. ...

Bieber wasn’t from the Disney factory, and he didn’t have a show on Nickelodeon, so the marketing plan was skewed toward his already established constituency in social media: lots of Facebooking and YouTubing and sugary tweets to his millions-strong Twitter army.

With few surprises, techies were underwhelmed with Apple’s iPad 2 announcement, but I’m confident that consumers will be thrilled with the product. Apple already had a massive lead in the consumer tablet market it created, and these “underwhelming” upgrades should keep the company comfortably ahead. Apple has given competitors an opening by sticking to 3G, and it did not further pressure them with a lower entry price point or higher-resolution display. However, Apple has three critical advantages.

1. Brand: When consumers are thinking about tablets, they say they are buying an “iPad,” not a “tablet.” The iPad was already the category and volume leader, and the iPad 2 builds on that. In this respect, Apple actually benefits from the crowd of new tablets hitting the market. If there were only one or two strong competitors, consumers would be able to weigh the pros and cons of each offering, but with dozens and dozens of options hitting the market over the next few months, decision paralysis can set in and many consumers will throw up their hands and make the “safe” choice: the iPad.

2. iTunes: The iPad is still the only tablet on the market with a huge digital marketplace for movies, TV shows, and music. Some competitors are taking steps in this direction (e.g., Samsung’s Hub), but iTunes remains a significant competitive advantage.

3. App Store: If all you want to do is browse the Web and check e-mail, any tablet will probably suffice. However, Apple has an enormous lead in purpose-built apps. The Android ecosystem is strong and app availability should improve significantly over time, but the iPad 2 is considerably more versatile than any of its competitors right now, and it appears unlikely to lose its lead any time in the near future.

So if you are competing with Apple, what should you do? Rather than copying Apple’s products, copy its old advertising tag line and Think Different.

Apple’s brand is focused on creative types (or those who aspire to be), which is why it spends so much effort creating things like GarageBand. Competitors should target IT managers, knowledge workers, outdoorsy people, or some other group and build software and hardware combinations better suited to those use cases. Of course, this will take imagination and the ability to tie hardware, software, and services together to build unique experiences. There are some companies thinking outside the box (HTC and RIM have clearly differentiated products on their roadmaps), but for the vendors who are trying to out-Apple Apple… good luck. Here are some pointers, you’re going to need them:

• Based on Apple’s financials, it is clear that the iPad with WiFi is Apple’s volume product and 3G versions are merely gravy. Why is the competition only targeting the gravy?

• iTunes remains a significant competitive advantage for Apple – I cannot easily explain to novices how to get a movie onto the XOOM. Rivals need an “iTunes” of their own, but having one just achieves parity with Apple, so partnering is an acceptable approach. However, half measures are not enough; digital media stores must include movies (including rentals) and TV shows and music. If multiple partners are used, the tablet vendor still needs to provide a common interface and single account/billing relationship.

• Nintendo has a significant base of game developers targeting the 3DS; if you cannot muster equivalent resources (for gaming, media playback, or some other use), adding 3D to your tablet is just a gimmick.

• Apple’s rivals can compete on 4G, higher-resolution displays, or a lower price. Even speed is a potential differentiator from a technical perspective; NVIDIA has quad-core processors sampling this month, so rivals could build even faster tablets for this holiday season. However, I must still caution vendors that all of these factors are irrelevant if consumers do not want your product.

The Found Animals Foundation is an LA-based non-profit devoted to saving the lives of animals and solving the problem of animal overpopulation. Founded by Dr. Gary Michelson, a billionaire entrepreneur with a lifelong love of animals, Found Animals blends compassion with innovation and business sense. The organization does everything from working with local shelters to finding homes for strays to offering multi-million dollar incentives for research on animal sterilization.

The foundation will be opening its first ever "Adopt and Shop" retail space next month, so we caught up with Aimee Gilbreath, Executive Director of Found Animals, to find out a little bit more about the foundation, its goals, and LA's newest "pet shop."

HP: What is Found Animals most committed to?

AG: Our mission at Found Animals is to minimize the number of pets killed in animal shelters. We believe that our society, in the 21st century, can do far better than killing 4 million animals each year at a cost to taxpayers of over $2 billion annually. We look for innovative, entrepreneurial approaches to solving this problem. Over the past three years we have built a world class team of business and science professionals and launched programs that include sterilization, microchipping, owner support, adoption and more. Found Animals considers Los Angeles our test market for programs with plans to export successful ideas.

HP: What is the one thing you are most proud of that Found Animals has been able to accomplish?

AG: I’m most proud of our accomplishments with the Michelson Prize and Grant program. It’s our own version of the X-Prize and offers $25 million in prize money for creating a low cost non-surgical sterilant for use in cats and dogs. In addition, we are offering up to $50 million in grant funding to help researchers develop a prize winning technology. Sterilization is one of the best tools we have in our arsenal to reduce the number of unwanted pets that crowd the shelter system and overwhelm available resources. Unfortunately, current surgical spay/neuter approaches are expensive and often difficult to access for the pets and people who need them most. A “doggie Depo Provera” or “Kitty Norplant” type of product would revolutionize how we manage the pet population.

We created the program from scratch and its world class. Our Director of Scientific Research, Dr. Shirley Johnston, is world renowned in small animal reproduction and our Scientific Advisory Board is comprised of experts in many fields. Our program staff has created a fantastic grant process and we do outreach to scientists worldwide. So far we’ve received over 140 grant applications and a dozen projects have been approved for funding totaling over $5 million.
